does anyone know of a converter for this?
 
This page has a link to Kasperus's conversion files (under "Support files for non-standard EU2"). However, Kasperus said:

Note that cultural (POP) conversion is experimental, buggy, and will work only on watk 3.11, which, incidentally, was just released.

The whole thing is untested (since I don't have Victoria installed atm) and only partially supported.
