EU2 Won't Start(Never Happened Before)

Just recently I formatted my computer and reinstalled windows and EU2(plus patch) and it actually ran before but won't anymore. If I double click on the EU2.exe it does nothing.

Here is the Target:

"C:\Program Files\Strategy First\Europa Universalis 2\EU2.exe"

Here is what it said under Start In:

C:\PROGRA~1\STRATE~1\EUROPA~1

Here is my computer's information.

HP Pavilion 4540
Intel Celeron 433MHz
64MB SDRAM (I may have upgraded this[not sure])
8GB Hard Drive

It gives me no message...hmm...maybe I'll just reinstall it.
