EU2_Settings.exe and Vicky_settings.exe do not respond

I have a technical problem that I need your help with please.

Game Version & Patch (incl. country): 1.09 USA

OS & build/SP: Win XP Ver 2002 SP 2

Computer, CPU & speed: Pent 4, 1400 Mhz

RAM: 1.00 GB

Free HDD space: 1.53 gig

Video (brand, model, driver, memory): GeForce4 Ti 4800, latest drivers

Sound (brand, model, driver): Creative SB Live

DirectX Version: 9.0c

I read the stickies but I still have the following problem:

I have a fresh install of EU2 and Vicky. When ever I use the EU@_settings.exe program hangs and CPU usage shoots up to 100% and the program does not respond. No window ever pops up; the only way I know it is running is by looking at the Task Manager. I have the same problem for both EU2 and Vicky.

Don't know off hand what that could be.
But you can just edit the small config file, that is all the settings file does.
Use word pad to open it, the file is in plain text.
