EU4 "Launching the game failed" on steam & DLCs aren't working from EU4.exe

Although I tried the below suggestions, I could not find the launching issue. My game is running with EU4.exe file but this time DLCs that I have are not working. I have almost all DLCs but it says not owned on the game screen.

running borderless
Installed the latest Visual C++
verified the integratey of the files
reinstalled and manually deleted all the files

Below error message that I copied from :
**Documents\Paradox Interactive\Europa Universalis IV\logs\error
[dlc.cpp:1548]: Could not find item in store backend.



Is there anybody who can help me?

What antivirus app do you use? You need to make sure all these apps are in its exceptions lists:

eu4.exe and dowser.exe (in the Steam EU4 folder)
C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/launcher-v2.2022.1/paradox launcher.exe
C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/bootstrapper-v2.exe

IF that doesn't help, also set each of those .exe files (EXCEPT eu4.exe !) to run as the Windows Admin user.

Then the game should run from Steam/our launcher, and enable all the DLCs.
