Eu4 Stutter when zooming in/out and scrolling

I played Eu4 for 4 years and it was fine until I upgraded version from 1.28 to the 1.33. When zooming and scrolling the game stutter. I check the task manager and find that one of the processor is working on full and others are in low utilization ratio.HOI4 and CK3 does not have this problem.
Here is my PC:
i7 7700k
Rx470
16gb 2400hz

This problem happens from the beginning of the game and I tried Fast universalis mod and it doesn’t work. And all the video settings are low

All the patches since 1.31 have been slower than the ones before that. This is because the developers added too many new provinces to the map, they say. 1.32 and 1.33 improved that to some degree, but it may not be possible to do any more along those lines.


DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach here your Documents/Paradox Interactive/EU4/settings.txt and pdx_settings.txt .
From your Documents/Paradox Interactive/EU4/logs/ folder, attach here system.log , error.log .

You could try updating that AMD video driver to the latest

https://www.amd.com/en/support/graphics/radeon-400-series/radeon-rx-400-series/radeon-rx-470

I don't see anything else in those files to tweak, sorry!
