We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
You could revert to a previous patch that does have it, and copy it outside the Steam folders.
If that doesn't help or doesn't work, I guess report this as a bug?
