Event 3900 (Hannover) puts Hannover into an alliance with a bunch of German states.
If those states are it war it seems to cause a crash.
There is no easy fix per se as Hannover could be at war with any state in Germany conceivably.
I would suggest choosing one of the two German majors - Austria or Prussia and have it ally with one of them solely, and only after an at war trigger is inserted into the event for that major.
This makes the event a big clunky, but removes the possibility of a crash...
Specifically I noticed this because I am playing as Austria and have gone to war in 36/37 with Bavaria and its allies. I notice the game keeps crashing after the Queen Victoria event, but looking at it, it appears the problem is not that event, but event 3900 which it triggers...
