You should have a unmodified installation of 1.08 or 1.07 or any of the 1.07 betas. Install EEP 1.4.2a. Apply 1.4.2b after this. Extract the zip into your Europa Universalis II folder, let it overwright everything it asks for. Read the read-me for further information or visit the FAQ in the EEP forum.
To play with 1.08 you should mark the option 1.07beta in the options menu! If you don't play with 1.08 or any of the 1.07 betas you will crash at once with this option chosen.
Old saves will not be playable after updating your version.
