Event Misfire

MP game in 1896.

Spain has "Nationalism in the Philippines" (Event 7706). The only problem is that Spain does not own any of the required provinces in the Phillipines (2038, 2039, 2040, 2340, 2341, 2342). They are all owned by Japan (also the host of the MP game) and have been for 30 years.

I've gone over the event triggers for the event and they look fine, so I don't think it's a scripting bug.

Need an owned = 2038 2039 2040 2340 2341 2342 trigger in the Spanish event. similar problem logged for Danish slave revolts in the Virgin Isles when owned by Prussia

The event already has:

Am I mis-reading the trigger? It seems fine.
