Event without a proper name

I have been playing as Brandenburg (not doing all that great, but it is only my second game after a disasterous run as Bohemia)and I recieved two event messages without actual names or descriptions. They were as follows:

These are minor bugs so I would think they should have low priority (and I certainly don't mind the effects).

BTW, the comments in the event file are:
*Event 3519, The Constitutional Struggle:
Choice A - Support Junkers
Choice B - Support Burghers
Choice C - Move towards Autocracy

*Event 3520, The Taxation Reform:
Choice A - Increase taxes
Choice B - Support free trade

And a reminder, Choice A is always the historical choice and occurs 85% of the time when the ai controls a country.
