At any given time there is usually a handful of large blobs on the map. These blobs can get special event chains for succession and civil wars. The idea is to make the game mechanics have more narrative when it comes to the most influential empires. For example, an emperor dies, and an event chain starts a war between his eligible heirs for succession, or it might happen that they agree to split the empire between them.
