In my last 1938-1949 game, the US didn't build reactors, even though they had more than 400IC in 1949. They had researched the technologies needed, they did have strategic bombers able to reach Berlin, but they had no reactors.

A lot of people say changing some modifiers in the AI scripts can change that. Unfortunately, things seem to be more complicated than changing the "no" to "yes" in "build reactors" or adjusting the IC that the AI can spend on building province building.

What if a series of events are made to give reactors to the major powers after each nuclear tech is researched? The building cost could be transfered to "maintenance" cost (IIRC, there is such a modifier in the misc file). Can this be done?
