I can't, sadly. The game will recognize even a level 1 TP as ownership. In fact, there is no way of the game telling the different between colonies, tps and full cities, sadly."
-how about if the colonial events trigger upon population conditons? would THAT work?
-OR how about making them based of fort conditions?( after all if one monarch finds a province as beeing "important" due to gold , etc..he must "protect "it first no?
- maybe make the coditions NOT dependent on ownership?
