Is there something wrong on my pc? I have verified steam files.

Then when I want to check out mods I am greeted with this

It doesn't matter what I choose next, because the next time I start the game will give me the same cloud conflict.

Well, I had the same problem, and the only thing which solved it was to log out from Paradox account (within the game) and log back in. Then, all mods were downloaded again, and the problem was solved.

I had a similar problem a while ago: What fixed it for me was:

- Close Steam
- Go to this folder, you may have to show hidden files and folders first.


C:\Users\USERNAME\AppData\LocalLow\Colossal Order\Cities Skylines II


NOW FIRST BACKUP THAT ENTIRE FOLDER! IT CONTAINS YOUR SAVEGAMES!!!!! MAKE THAT BACKUP ON A DIFFERENT DRIVE AND MAKE TWO BACKUPS!




AFTER you have made a backup of the entire folder, you can delete everything inside it EXCEPT the Saves folder.


- Open Steam
- Verify the game files
- Close Steam
- Restart your computer... yes restart... no power saving mode and no cold shutdown. (This should be not necessary but it CANNOT hurt.
- Start Steam.
- Start the game. You should be treated like a brand new installation now.
- Stay in main menu for at least 5 minutes and wait for any mod loading and updating taking place.
- Finished?
- Then go to Mods.
- Create a new Empty Playset.
- Add a few random mods
- Wait for downloads to finish.
- Go back to main menu.
- Exit the game.
- Start the game again. You now should have active mods and no conflicts.
- Start the actual game and start to build your city.
- Everything working?
- Restart the game and create/use your actual mod playset.

Can confirm this (still) makes it work as of the writing of this post.

I'm wondering if it may be possible to retain various settings from both vanilla and mods, as opposed to re-doing them all, like I ended up doing, since a lot of people are probably beginning to accumulate a few at this point, by retaining for example the ModsSettings folder. But I really don't know what I'm doing, so don't quote me on that. I'm just happy I found someone who did know how to fix the issue.

Using this guide as a starting point I thought I'd see if there was a specific thing I could delete in order to avoid having to go through what seems like a fairly long process.

Luckily the my first guess worked. I deleted the ".cache" folder and that did the trick. Once I loaded the game it downloaded all the mods again. I had to go into the mods section and activate my playset and then restart the game. But once that was done the conflict message was gone.

That is a crazy amount of effort for the average player to have to go through. I have had this issue for months and feel it shouldn't happen at all. Instead of players having to working out solutions like this paradox should just work out and fix the issue. I appreciate you working this solution HS

So far the first thing to try is to delete either the entire content of .cache folder, or at least part of it: C:\Users\***\AppData\LocalLow\Colossal Order\Cities Skylines II\.cache - that helped me but it may be in combination with some other stuff advised above that i have tried in a space of a few days before deleting .cache folder content:
- logging out and back in to the account
- restarted the steam when restarting the PC
- nothing else beside the 2 above actually.

Just an advice that if someone has region packs and a few maps subscribed to different playsets (never mind some mods), is to go for shopping for an hour as that will be redownloaded once you run the game or the Skyve - so it all depends on: how many of them.

There seem to be just one file causing the issue: PlaysetSettings
Next time that conflict re-appears (and it will, sooner or later), try that file first, at least you don't have to wait for all mods to re-download. You'll find it here:

C:\Users\****\AppData\LocalLow\Colossal Order\Cities Skylines II\.cache\Mods

The 2nd option is the folder that is here as well: playsets_metadata

As a last option: delete whole .cache folder.

And the very last option if those 3 above fail: whatever was advised on 27/June/2024

[EDIT - 13/04/2025] - I think the only option working now (as it has been for the past 2-3 months for me) is going to that folder:
- C:\Users\****\AppData\LocalLow\Colossal Order\Cities Skylines II\.cache\Mods
but instead of deleting the whole lot in .cache folder (C:\Users\****\AppData\LocalLow\Colossal Order\Cities Skylines II\.cache), just try first:

- PlaysetSettings file found in that folder but i doubt it works anymore
- \playsets_metadata
- then this one - \mods_subscribed - will defintely work BUT - WARNING - nothing serious apart from the need to allocate a lot of time if you have massive mods (region packs for example) and maps - because deleting this folder will require re-downloading everything back again

I'll try it myself next time i have it. In the meantime I've passed the question on TDW, the mod's creator. Maybe he knows something about it. Or may look into it.

I think the best answer is to try it yourself and see what works.

- clear pdx mods cache option - did work
but it didn't remove that playsetSettings file
So maybe it works either way.
