Everyone Can Declare War to Reclaim Ancestral Sword No Matter What?

It seems that everyone always has this casus belli and randomly uses it as well, I was playing a Bleeding Years one and noticed Aegon never did anything bc he was always defending himself against such wars and I've seen it happen a lot elsewhere as well. At one point playing as House Mudd without a sword I had an Ironborn family (that had never had a sword either) declare War on my usurped Riverlands over it

Disable Game of Thrones RDU. I did and it has stopped.

I had to do a clean reinstall as well after taking off the submod
