The title is pretty self-explanatory.

Most players of Charlemagne will simply Found the Holy Roman Empire immediately for coolness and glory, but twinks (in the old or newer sense of the term, either way) will quickly realize that it's better to form the Empire of Francia, partition some Kingdoms out of it for bastards to inherit, and let the heir form the Holy Roman Empire - both to reduce total vassals, and to make all major contenders to the title dynastic vassal kings, so that no election can possibly be a total loss.

However,

upon doing it this way, without having the foresight to switch the Kingdom of Italy to Elective Monarchy, some younger brother will inherit that title. The Empire of Italia cannot be created for whatever reason in this situation, even when holding all of its de-jure terrorites (not sure why, Germania can be created). This leaves you in the situation where you cannot Found the Holy Roman Empire, because you are neither King of Italy nor Emperor of Italia - rather, you are simply the liege of the King of Italy.

Surely, that shouldn't stop you?

Some players may have the patience to reload, switch Italy to Elective, and then console suicide at the precise date they died randomly the first time around, as is the traditional way to fix legalistic problems within the game. But, well - this is a nuisance. If I'm the liege of the King of Italy, that should be good enough grounds to found the HRE.
