There is an exploit,

As the UK you can sell all of your claims in Canada (which don't link to an empty un colonised province) and then in the Oregon Treaty, you'll get them back. This is what I realised in my game as Spain.

The United States could also sell its northwestern territories to Britain, and then regain the territories in the Oregon Treaty. Probably, there should be more trigger conditions added to the events. I'll move this to the bug forum.
 
Actually it's a WAD, as there is no trigger currently for events to check if a specific nation has claim buildings in a given province, only to check if a province has claim buildings in it, owned by any nation.

Something to keep in mind for a future patch post 1.4.

Actually there IS a trigger, uncolonized = [prov_id] but right now it only checks to see if an area is claimed and not just a claim building.

EDIT:

This was brought up in my Broken Triggers bug thread a while back.
