Explorers / Conquistadors

To explore unexplored land and sea, the manual states I need explorers and/or
conquistadors. What the manual doesn't say, is how I get these guys. Can anyone
answer my question?

They just pop up. Historical explorers come at the appropriate time to serve their country. Random ones are, well, random.

You can also wait until navy tech level 21 to explore with any fleet or army tech level 11 to explore with any troop.

But you still need the conquistadors if you want to massacre any significant number of natives.
