Probably not a 'modding' question per say, but this is my best guess I have as to where to put it.

How do I extract the image of an empire's flag logo, for the purposes of then copy-pasting it onto a Word document? If I go into Documents -> Paradox Interactive -> Stellaris -> user_empires, all I see is a bunch of the code that decides how a flag is made; the colors, the background design, and the foreground emblem.

Short of taking a screenshot and going through the suffering of using Snip Tool and Paint.net tools to extract it, is there any other way to get an individual empire's flag?
 
The flags aren't available as completed images, they're split into the icon, and the background (which uses a red/green colorset that is replaced with the actual colors by the engine).
So unless you're interested in the symbols only (they're in Steam\steamapps\common\Stellaris\flags, but as dds files), you need to do it manually.

If you're fine with "95% is good enough", it shouldn't be that much work though, assuming that paint.net has the basic tools. Just select one of your flags once with a polygon lasso, then cut your selection from the layer and in the future you can use that as a template. For any other empire, you can then just select the empty space with a magic select tool instead of having to cut out each individual flag. Make sure you don't use anti-aliasing (feathering/smoothing) for those tools.
