The text in the research panel is unclear as to what the break through actually does or how to use it. Any one have an idea how to use these?

Build it. If there are no people working that shift, the building will still work. Do make sure you activate all shifts as it won't work otherwise. The breakthrough does allow you to build extractors away from domes as well. If you don't want workers working for that shift, right click an empty job slot to close that slot and all to the right of it.
This is excellent! I didn't realise I could deactivate worker slots on 'active' worker shifts, as my universities always wanted to spit out more geologists!
