Description​

Some time ago there was supposedly a fix to the issue of laws just bouncing up and down and never giving the player any input.

That still apparently happens. Apart from the first two modifiers in the window, it's all been just a toast that pops up and I have no input. At least 11 in a row, but I'm not sure whether the two setbacks I've accumulated somehow bring it up to 13. Also at some point, no idea when since I'm no longer paying attention, I moved forward a stage.

Having at least *some* input would be more fun.

Steps to reproduce​

Not clear. This isn't typical; usually trying to pass multiculturalism either passes or fails, it doesn't just zombie along for half a decade like this.
