Description​

"Fabricate claim on area" action from Espionage ideas gives already claimed areas as option. It is not possible to claim them though.

Steps to reproduce​

1) Pick "Claim fabrication" idea from Espionage
2) Claim any area
3) Pick "Fabricate claim on area" action and check list of areas to claim
