Starting a fabricate claim plot creates 2 "decisions", one requiring 3 backers, and one requiring 4 backers. Does this mean that a minimum of 3 backers is required to fabricate a claim, or will it still eventually pop if you only have one backer, which is the minimum backer requirement for normal plots?
