Faction Commitment: FACTION_REASON_DETRACTORS_STICK_TOGETHER, doesn't change Faction Commitment (or doesnt show its change)

Description​

There's this faction commitment modifier, FACTION_REASON_DETRACTORS_STICK_TOGETHER, that in addition to not having localization, doesn't show any addition or subtraction to faction commitment. Dunno what activates it. I think it's because the vassal in the faction is a Detractor, and so am I?

Steps to reproduce​

1. Be a Detractor of the Caliphate and have another detractor join a faction against you(?) (not sure if that's what the modifier is meant for, just a guess)
2. This modifier shows up but doesnt seem to actually have a number associated with it
