I'm working with version 4.02.1, sumcheck MEQU, it should be the right one for my CK2 version (2.5.1).
I started as a count in the Duchy of Austria, under the independent King of Austria.
I was able to start a faction in the duchy to change succession law to elective, then I won the duchy and I tried to start another elective faction, but there were no options to do that. Why? I am able to faction for senority or primo.
I read on the CK2 wiki that before 2.5.1 there was a bug linked to crown autority

In CK2+ we have crown autority even with Conclave active, but there is no faction to lower crown autority.
The only thing I can think about is that there is the HRE that "control" de jure Kingdom of Bavaria, (Kingdom of Austria is still w/o a de jure emperor) while that kingdom is under control of the King of Austria... so maybe I cannot change crown autority because I'm under HRE de jure laws...
