Description​

In diplomatic battles with the Ottomans, requests for the transfer of Moldavia and Wallachia and the signing of a treaty failed in some cases to transfer one of the dependent states.
In the case of no request for the signing of a treaty, the transfer of the dependent states was successful.

Steps to reproduce​

Begins play in Russia and initiates “Transfer subject” to Moldavia
Then demands transfer of Wallachia to the suzerain Ottoman state and supports “primary demands”
Further requests treaty to 'establish a treaty port in Cyprus'

Wins the war
Wallachia remains a dependent state of the Ottomans

I can confirm this, same thing has been happening in my Russia game I just started. Had 2 wars and Wallachia hasn't transferred either time.

(Finally) fixed in the 1.9.8 beta, if you haven't already tried it
