Fake/Ghost Naval Bases

Description​

I am expanding/retrofitting my Navy and I've discovered several "fake" naval bases. I accrued one after using the Treaty of Turin and unifying Provence, but have since acquired a few more when building torpedoe and submarines (and deleting the ironclad and monitor naval bases they replaced). I've attached some screenshots which show the Navies with fake '+(x) under recruitment' ships, the distribution of naval bases in a problem state (whose maths isn't maths -ing). This is not the first time I've encountered issues like this. Is there a solution? I couldn't find one after searching a bit.

It's really annoying and messes up the entire proportions of fleets (these fake fleets have the capacity to flag the warning message of "too many!", but they do not actually impact organisation (as they will never actually manifest)

The two naval bases there is an extra ship 'under recruitment' relative to the number in the build queue and the two bases are at full employment and the sum of built bases matches to total of ship (not including under recruitment).

Steps to reproduce​

1. Build Navy
2(possible cause): acqurie land with naval bases in it while in the process of building more in the state already
2(possible cause): simultaneously be building naval bases, while downsizing them in the same state (changing the composition of a fleet)
