Fallen empire ships spawning outside of their borders.

So I've noticed fallen empire fleets (usually one but I've noticed two once) spawning in a neighboring system upon game start. While it isnt the biggest of deals it can certainly be exploited once late game comes around and you want to fight it, since FE's dont move their ships around until at war.

I can't say for certain that they are spawning outside their boarders, they do however attack entities (crystals, space amoeba, mining drones) outside their boarders
