Well the mod will not be perfect, but i think it could be done
The game will be in the Territory of actual USA, Cnada and north Mexico...
Playing factions like Bos (west and east), New Californian Republic, the mutants, The Enclave or Raiders is quite posible, and Tribesmen as minor Nations...
events must be changed, some examples are:
1-¨You have discovered pre-war plans, blueprints or intanct machinery that allow your scientists to boost research¨ - it gives you a blueprint
2-¨You have found a depot holding (metal, rare material, energy,oil or supplies)thus gaining a considerable amount to your cause¨- gain 100 of such resource
3-¨There is a posiblility to repair a pre-war factory at lower cost
a) Do it - loose 50 metal 25 rare material 100 energy gain a factory in x province
b) We are in shortage of materials!¨
4-¨Freelance raiders offer their service to your cause
a) accept- loose 10 money gain a militia in x province
b) we can defend ourselves!¨
5-¨A strange hero have performed great actions in x territory, people are pleased to have such help (bla, bla)... - reduce dissent 5%, drop raider activity in x province by 10%¨
-Also Partisan activity will be changed to Raider activity
-National provinces will be added with an event tiggered when province Raider activity drops to zero for few month (pacified territoty), and remove when lost control of the province for few month (it required re-pacifying activities)
-there will be no aribase at start of the game (exept for the Enclave), reducing the aicraft use, and because there will be only one continent (north america) the need for boats will be reduced as well
-also ramdom events of raiders attack will be added. (steal goods, damage factories, increase dissent and raider activity

)
