I´ve been working in a fallout mod for HOI 2, It will be the time of reconstruction after the war and the time of the games. it´s not complicated to make but requiered a lot of time, so i need help to finish it. Mainly i need pics of the game and already edited text to complete complete it. Also i want to do it in the whole world and that need a lot of imagination. (what about the soviets?)

There you can find a lot of info about fallout, the only thing that i can suggest is some event chains about the vault Dweller's adventure in fallout 1 , the wars against the super mutants & the adventures of the choosen one in fallout 2.

Spoiler warning about fallout tactics, read at your own risk

In a mission of Fot (i think that it is the one of Preoria) at the end there's a scientific super mutant who's researching about the sterility of the super mutants, perhaps you could add a specific technology tree about that.
 
I think it´ll be better not to mess with programming stuff. I´ll change pics and names for the tech, units and leaders but keep the main structure, (tech tree)

We can put that supermutant as a cientist in the Mutants group (that´s a great idea) -please find a pic of the guy- but the tech of mutants esterility couldn´t match with other factions (and remenber that the tech group is the same for all factions)

Uh.. the scope of that game will be VERY limited, you know that? I mean, if you have an army of 50 guys, you're a king. (Just like in Ireland!)

And besides, the technology of the time simply isn't good enough to traverse large provinces. The whole Fallout game took place in S Cal, the whole Fallout 2 game took place in N Cal. In HOI2 terms, that's a few provinces.
 
Well the mod will not be perfect, but i think it could be done
The game will be in the Territory of actual USA, Cnada and north Mexico...
Playing factions like Bos (west and east), New Californian Republic, the mutants, The Enclave or Raiders is quite posible, and Tribesmen as minor Nations...
events must be changed, some examples are:

1-¨You have discovered pre-war plans, blueprints or intanct machinery that allow your scientists to boost research¨ - it gives you a blueprint
2-¨You have found a depot holding (metal, rare material, energy,oil or supplies)thus gaining a considerable amount to your cause¨- gain 100 of such resource
3-¨There is a posiblility to repair a pre-war factory at lower cost
a) Do it - loose 50 metal 25 rare material 100 energy gain a factory in x province
b) We are in shortage of materials!¨
4-¨Freelance raiders offer their service to your cause
a) accept- loose 10 money gain a militia in x province
b) we can defend ourselves!¨
5-¨A strange hero have performed great actions in x territory, people are pleased to have such help (bla, bla)... - reduce dissent 5%, drop raider activity in x province by 10%¨


-Also Partisan activity will be changed to Raider activity
-National provinces will be added with an event tiggered when province Raider activity drops to zero for few month (pacified territoty), and remove when lost control of the province for few month (it required re-pacifying activities)
-there will be no aribase at start of the game (exept for the Enclave), reducing the aicraft use, and because there will be only one continent (north america) the need for boats will be reduced as well
-also ramdom events of raiders attack will be added. (steal goods, damage factories, increase dissent and raider activity :D)
 
I am an extream fallout junkie, I suggest making up nations in the east and having like a remnant enclave group with good tech just low man power.

I honeslty dont have any suggestions for Eastern names. Sorry. Maybe insted of having a "tribal" group can you like start out with unclaimed territories of rebels. Maybe create a nation called "USA" but have partistans occupy all of its lands so it wont build anything.

Thanks for the interest Miltiades, we must invent the east of USA, Canada and N Mexico, the idea of a ¨rebel occupied USA¨ is exellent.

keep on giving new ideas! the Enclave will have an Island in the pacific (representing the oil platform) and a province in the coast (Navarro), High Tech, Low manpower, the only with aircraft and a sea transport, still need ideas... (i have the pic of the president in Fallout 2 and Frank H, but ned ideas for the tech groups and ministers ! :eek: )

Your ideas are interesting as well... i want to see the that aar of california...

The first thing we need is the complete map of the zone, having only USA,Canada and N Mexico (like in the scenarios of the game, having the other provinces away)... and discuss about the IC and Material prod. of each province... (i won`t change much that...). Also need ideas about tech. and some pictures to put on them...

I say make Frank H Prince of Terror. Possibly if you look in the game you could see the vice president's name and the name of a possible general(I remember thier was a guy with a name in there.........). I have no idea for pictures but for possible names I say make like mocks of American politician names, I dont hate George Bush but an example would be like Greg Busch as a minister.

If you have an instant messager it would be very easy to communicate for this too, I have AIM, MSN, and Yahoo but I prefer AIM if you have those. I will not have much time this weekend as I will have to preview a paradox game/ write some articles and edit the ' Advocate'. Next to that I am almost buying a new house with all the paper-mess around it. But, I will have some spare time next week.
 
Being a Fallout junkie myself, I'll be glad to help :)
Perhaps we could try to contact some members of the Fallout community who also like Paradox games (it sounds tougher than it probably is). I'll look into No Mutants Allowed.
Last time I checked Wikipedia had some interesting data and links regarding the Fallout universe. You could check that out.

How are you going to deal with the super mutant and ghoul population since they do not reproduce? I would just say screw it and have them generate population just because I dont think thier is any other way to deal with it.

As super mutant you could say you have a vat and just like dip the local population or something.
 
Well how would you edit it to make game-functional?

I´m start changing tech...

The agricultural tech, wich gives extra manpower could change as follows
1- Improved food producion (brahmin, mutated corn)
2- Basic healthcare items (medikits, healing podwer, early hospital)
3- Advance healthcare structure (doctor bag, stim packs, average hospital)
4- High tech healthcare structure (high tech hospital, trauma pack, rad away)

The industrial tech, wich gives bonus to IC change as follows
1- Basic recycling techniques
2- Manufacture of precision tools
3- Complex mechanical production
4- Early Robotized Factories

any ideas?
 
We and I are very pleased ;)

I looove Fallout, could be all but impossible to simulate with the HoI-engine though.

The only attractive way to do that would be IMHO to make it like an RPG.
The map should be limited to the USA and maybe Hawaii for the Enclave...
I am thinking of several small countries like Arroyo, NCR, Vault City.

The majority of provinces could be simulated by one neutral country with 0 IC which grants military access to all nations (this country would just be there to seperate the different nations and acts as the wasteland).

Now to the RPG-factor.
Your leaders would represent characters from the Fallout games (Arroyo has "the chosen one", the elder, your aunt...).
The game should have millions of events which give you missions and flavour and choices (which enhance the replay value).

Of course it should be funny and contain harsh lyrics, not meant for children to read.

Alliances should be flexible (again replay value), you can be good or evil.
Have to think more about it...
 
Hey, gotta say I would like to see this Mod.
I'm guessing that units wouldn't represent divisions in this, would they be more like 20-50 people instead? Not that it would make much difference gamewise if everything is scaled down equally.
