I'm a bit late to the party, I realize. A shame, to be sure.

Over the years of playing HOI2 by myself, I've become surprisingly adept at modding it, despite having no previous programming or modding experience whatsoever. I've tapped every area from sprites to leader traits. In fact that one area I have not explored, and no doubt will in the near future, is AI. In short, I am pretty much qualified to make an entire mod from scratch, on my own. The question is what and why.

I've been toying with an idea, and wanted to see if there was any interest in it whatsoever to encourage me to work on it. I already have a basic outline of every facet of the following; Hell, I even made the flags and converted some sprites. Just need to implement it.

The idea is to create the Great War from the Fallout universe, specifically between the years 2060 and 2080. It would cover the cool-down of the Middle Eastern war, the breakup of the European Commonwealth, the aggressiveness of powers seeking resources, the development of FEV and powered armor, and of course Armageddon.

Game play centers around resources, surprisingly enough. Many a game I've had hundreds of thousands of resources, the only remotely limited one being supplies after leaving IC production at zero, or oil after having no source of it. This mod takes a different route and instead does the process in reverse: resources are so sparse that there is hardly enough on the map to fuel 1/4th of the world's IC, meaning it's a countdown to an economic crash. This, as a matter of course, encourages countries to invest in ambitious energy-saving technologies, commit to embarrassing treaties just to keep running, and invade their lesser neighbors in order to absorb their remaining wealth. Nations which have more resources might be tempted to invest in expensive mechanized units and top-of-the-line jet fighters, but those more economically minded might opt for foot soldiers, and fuel-sipping turboprops, to say nothing of replacing those clunky tanks with powered armored cavalry. Events, meanwhile, will stay true to Fallout's lore (or as much of it as can be determined), but also seek to provide alternative routes, such as avoiding the outbreak of FEV and making the holocaust that much more survivable, oxymoron that it is.

Stylistically, sprites will be a mixture of modern day scenario tanks, ships, and aircraft along with Fallout 2 infantry and power armor sprites. The interface will be a "rehabilitated" version of the Fallout: Doomsday mod with the same sound effects, essentially turning the clock back, removing the rust, and un-fading Vault Boy. The map will have darker colors, making it seem a bit more serious than the bright fills of traditional HOI2, but still distinct from the pale colors of recent games.

All in all, it's a game of elimination, of last man standing. Events are set so that nuclear war is legitimately nuclear war, resulting in massive manpower losses and dissent hits, to say nothing of FEV mutations and marauding brigands. And if nuclear war does not occur, then something must give, as there is not enough to go around. In short: united we stand, divided we are nuked into dust.

I don't have Photoshop to do that with. All of the graphics I've been able to create so far are a mixup of pixel-by-pixel frankensteins and Flash 8 vector art and filters.
