farms not working right

I have noticed that cover crops don't seem to always increase the soil quality

it's either that OR the failure rate is so horrible on the cover crops even though the soil is 20% that it just doesnt ever increase. which leads to another problem, that the failure rate on crops is far too high

especially if you get wildfire which has a crop that decreases quality 30% each crop, so bleh yea..

just a note, i have like 6-7 farms that have been at 0 or 20% (with 3 runs of cover crops) for about 25sols
