EDIT - forgive me; this is down to re-tooling time and will change once production actually starts.
German 1936 scenario, I noticed that if I increased production of the BC that the IC cost increased correctly but the 3 new CA that I put into the queue made no difference to IC cost in spite of the shortened lead times.
