How does a president draw fleets and armies? Are they able to build ships on stations owned by other federation members, and will the ground troops be diverse in both ethnics and tactics?

i think it may vary based on the federation, some may have one flat out blueprint for fed ships while others have their members donate ships to the federation. Logically since each empire is made of multiple species and each fed is made of multiple civs you can easily have pops that vary in ethic and battle style, question is does the fed grill this out of them or leave them free to act how they would in their old armies

Maybe like in CK2, depending on the centralization level are the troops of other federation members(vassals in CK2) split between the federation and the federation members. But using troops of other federation members for too long did cause friction.

In addition do I think that letting troops of other federation member die should cause a lot of friction, eventually even endangering the federation itself.
 
Didn't they say that the federation president is able to build the federal fleet using any and all tech/components that is available to any of the federation members, and that the when the federal presidency shifts to another member, so does control of the fleet
