Federation integration progress, what determines the factors?

When, as the Federation, you start to integrate a minor, the tool tip for the progress bar lists the monthly progress.

This is broken down in 3 different factors: Ideology, Technology and Stability.

What determines the value for each of these factors. Do I, as player, have any influence on these values. And, if I do, how do I influence them?
