I am on the xbox one x on the latest version with all the dlc. I reported this a bit ago but started a new game and i am having the same issue. I started this game as a hegemony federation origin and i played until 2356 and my 2 original members and the one extra i brought in never built a single ship for the federation fleet. I built a couple to see if they would idk get the hint and made a fleet of 48 out of 50 corvettes and they didnt build any. This is my 2nd playthough which i either started as a hegemony or formed one and both times had the same result.
