Hey! I just wanted to know how moddable the Federation system is, because as it stands i don't really like it. I mainly want it to basically be similar to the HRE in CK2 where you have one large nation (the ruler can be rotation i personally done care) but has smaller empires in it that manage their own sections. Would such a thing be possible?
 
Bringing this back from the dead.. can federations be modded? I saw some code for it, but the present code requires the federation to be the target and I couldn't find a way to have an event target a specific federation.
