Federation no longer leveling up

My federation never got a single point of xp in 36 years. There were always 2-4 Envoys assigned. Is there something broken?

2. What version of the game are you using?
- 5.0

3. What DLC do you have installed?
- All DLC

4. When did this start happening?
- Noticed it after installing Patch 5.0

5. Can you replicate it, if so, please explain how

6. Does this happen on all saves or just specific ones?
- only played one so far

7. What steps have you taken to try and solve this yourself (reinstall, Google error code etc)?

After about 75 years the federation finally gained one level! But that's a bit too long?
It was much faster before 5.0.
