It seems odd to me that for Dornish where women often inherits, they still have the opinion penalty for female ruler or heir. Is there an explanation for this or will it be removed in later patches? (I wish to remove it by myself but I have zero knowledge on modding.)

I believe it's hardcoded.

Basically we can make a religion feminist = yes which means they do not get those negatives but we cannot make a culture feminist = yes so we cannot specifically just make the dornish not care as the rest of the followers of the seven do care

Isn´t it possible to add +10 opinion for characters with female heirs then? So there would still be -10 opinion for female heir, but Dornish characters with female heirs would also get +10 opinion for people with same culture.

You mean a maintenance event that has to check every single ruler, their heir and their vassals to apply an opinion modifier? Yeah that would be not too good would not help the mod's stability at all

I don't know. Maybe a trait instead of just adding a modifier to everyone? Then it's only the ruler that has to be checked (and only every time the ruler/heir changes).

I'm pretty sure the traits would be added through the same method that an opinion/character modifier would be applied, especially with what you suggested: an event checks every ruler and heir to see if they meet the requirements and then gives the trait to every ruler with a female heir.

So a maintenance event that adds a trait to every single character, that is in no way an improvement

I meant a maintenance event that adds a trait to the Dornish rulers.
But that wouldn't work, you can't give a trait a bonus opinion with a set culture or for set vassals.
I am telling you there is no easy way of doing it without lots of maintenance events that will slow down the mod even more

Looks like this can be fixed with the new Rights of Women laws being implemented in Conclave
From what I have seen the status of women law just opens up women being on councils and eventually absolute cognatic succession laws, nothing to do with getting rid of the opinion maluses
