Hello, i would like to thank the devs for their efforst, at first. I appreciate that Germany has less starting techs and lover research ratio.

But, as i have played IC @ 1.02 recently, I noticed some issues (about which has been spoken here, already)

(1) Soviet Union after bitter peace still gives land to Hungary
(2) Italian AI is impotent in amphibious operations, is unable even to conquer Albania (so the conquest of Balkan does not continue)
(3) Japan is hugely focused on India, even the "Peace with India" fires - this event is pointless, Nepal and Bhutan still fight and Japan declares war on India right after anexing both of the two small states
(4) Hugo Schmeisser tech team is still on skill 9 (!!) //imho even 7 will be too much

Humbly suggestions:
- Soviet Union should be much weaker after bitter peace. May be Japan should anex Primorsk.
- After pro-axis coup, Lebanon should be puppet state (of Italy, for example), to avid taking most of Middle East and Arabia.
- Before leaving League of Nations, Germany should be unable to make alliances (joining any another state will make great advantage in research, while obtaining blue prints)

In my current game as Germany (DH, IC 1.02) I'm in a constant need for manpower. As early as 1938 I had considerable shortages while trying to build an army of historic size. After the danzig event I never saw my mp reach a value higher than 10 (exept for 2-3 events which were quickly consumed by the war machine).
At first I got annoyed and thought of reporting this bug(?). But the game got much more interesting because of this. Since I couldn't spam tank divisions like hell I was forced to choose between reinforcing my current divisions and building new divisions. Lacking a large number of tank divisions I only managed to encircle smaller groups during the war on the eastern front. And while I'm gaining ground it took me 2 years to reach Moscow. Now with the US entering the war and all my fores bound to the eastern front its one of the most challenging and intense games I ever played. After the SOV event that allows them to quick build their army, I'm on par with them on the eastern front once again, but they also lost all their manpower. Then again they have twice as much mp per day, so I think I have to hurry.

In conclusion the missing manpower is interesting but maybe to much for less experienced players. Then again I never noticed mp shortage with IC in any game before (on the contrary, I usually still got 1-2k left after I build my army/airforce and navy). Lacking another reference game I don't know if this scenario is separated incident or a standard game.
 
I have also noticed the reduction of MP for Germany. But, it is possible to strategically develop it with yearly Health reforms, introducing right ministers (foreign manpower growth +10 % for security minister and +25 % manpower growth for chief of army) and also try to use the doctrines, which reduce MP cost)
