Many older people are considered unemployed, rather than retired. As such, they're treated as unemployed and employable. Maybe a distinction between unemployment and retirement. This could also lead to a new type of building- employment agency. And maybe homelessness too, with homeless shelters
But at the very least, please add ice cream trucks, food trucks and the option of whether or not to allow street vendors (at best they decrease unemployment, but make the commercial buildings be upset with you, but at the very least, they could drive around town, selling their wares)
