A Fine Arts Academy in my capital only improves stability by 3 each month, not 12 as it's supposed to.

The mans right same thing happens to me, With all the stuff that lowers stability now a days that needs to be fixed fast.
Where does it say it's supposed to improve by 12?
There are also other bugs preventing stability from rising as quickly as it should (such as the monarch only adding half the amount he should.) Currently this is starting to hurt large, multireligious/cultural nations, particularly the Turks.

If you hover of the manufactory in the province information screen(in this case the Fine Arts Acadmy) it will tell you how much it is "making" for you. This will also tell you what is manufatory does in certain provinces with different goods (if there is not a manufactory in that province).
I too have also noticed the lack of money that it provides for me in my capital.

In the build screen when I let my mouse hover; it says 12 in a capital province, 6 otherwise.
That's 12 extra ducats income yearly but has nothing to do with the stab investments.
