Something about the first contact progress messages just doesn't make sense to me.
I feel like the Stage 2 message is something the envoy should get as briefing, before they start the work.
Instead it takes months of work for them to figure out:
"Sensors indicate a presence in the system that is sending rudementary signals across the galaxy. They match signals we noticed on long range sensors."
"We have picked up structured readings of a unknown nature. Coming a single space station."
"Long range scanners have picked up readings that could best be described as giant heat blobs. It is worth investigating." (I thought investigating is what you have been doing this whole time?)
I can only figure the Envoy has to go on a Arthur Dent style quest just to get the second half of their breifing material (Stage 1->2):
