As the title says. It looks like that it hasn't been outlawed properly, as it was under Jahearys II, and is still legal right up to Joff's reign.

On two unrelated notes/bugs:

Pandes Grammaton and George Martin, the characters who held the Dragon Gate and Kings Gate in Kings Landing, no longer have their titles as they did in early versions. Were they removed from these places for a reason?

Also the High Septon does not appear to control the Great Sept of Baelor during A Clash of Kings start-date.
 
Whenever one of your vassals gets married, you have the option to sleep with the bride in the place of the groom. The groom, bride, and their families hate you for it, but you can potentially get a child out of the deal.
Note that you have to have certain traits (e.g. cruel) for the option to show up.

P.S. - I'm pretty sure though it's not quite possible. Could be coded, of course, but not for general cases. Perhaps, for females with the "homosexual" trait + some others such as "cruel" (well, maybe, or "lustful", which is even better). In case of bedding the groom and not the bride...well...the liege should definitely be "lustful" etc. In case of bridegroom's refusal to do so he could get castrated. Just saying. :)

You misunderstood me. I meant opposite (femdom). Of course there is the Dornish way :D

No-no, I think I understood you correctly. :) To initiate the right of first night towards the bride a female liege would probably have to be homosexual and lustful (or at least lustful). No need to get cruel. :) But yes, regretfully this is not coded, at least as of yet.

I think he means a queen taking the bride's place and sleeping with the groom.
