Five-Year Plan engineering domain power does not increase town level to fifth level with PVC Plumbing ideal

Expected Result​

I have the Modernization national spirit with the PVC Plumbing ideal, which enables a fifth town level, and also have a Communist government with Five-Year Plan in place. It says that using the Five-Year Plan engineering domain power will "increase the level of a target Town to maximum level". So when using that domain power on a level 3 town, I expect it to jump to level 5.

Actual Result​

It did not--it updated the town level from 3 to 4 only.
