Granting titles to courtiers in other courts
You're able to grant titles to members of other courts (particularly useful when you run low on members of the correct culture/religion) but the newly-promoted count (although he has the correct title) will still remain in his liege's court, and the province in question seems to just go to the control of the liege. This is opposed to what I want to happen, i.e. for the courtier I promote to leave his liege's court and become my vassal.
