Flag doesnt work

So, I had decided to make a new title called 'd_ribe', but the flagfile doesnt work properly. It always shows a different flag in the game, while the flag is just called 'd_ribe.tga', does someone understand whats wrong?

Delete the contents of the folder "flags" at Documents/Paradox Interactive/Crusader Kings II/gfx/flags.
