This is most notorious in provinces with a lot of traffic. Off the coast of gilbratar flags of now gone fleets will remain even though a new fleet or no fleet is there now. Soemtime it gets to be a bit excessive with over 5 or 6 flags to one flotilla.
It also occurs on land units. Without FOW flags for all armies that have even stayed in that province will remain even though only a few units are left and they aren't of the same country.
