The county borders seem to flash all the time (toggle on and off on the map). Is this something that can easily be fixed?

Soo, I tried to download and install the latest nvidia driver. It failed somehow, didn't specify why. Next time I tried to launch the game it said "Failed to create a graphics device" and I couldn't play it.
I was having this problem using any AA-Transparency above Multisampling, once I went back to MS instead of SS the flickering went away. No other settings seemed to effect it for me using the latest Nvidia beta drivers.
