In the setting we have such examples as the Brotherhood without Banners or the Kingswood Brotherhood.

Robin Hood types, or even simple brigands. They hide in forests / hills / mountains, steal, kidnap nobles then ransom them, sometimes kill them and are overall a pain in the ass.

Could we have them represented in form of events? They could appear randomly (although some traits such as Greedy, Cruel and Tyrant should make it more likely), once they are flagged in they will first appear as modifiers in certain provinces. Then they will start to trigger events: kidnapping nobles from your court, stealing and robbing gold from your treasure, stealing the pay of your soldiers (and you'd get a temporary morale malus), encouraging the common folk to revolt (+ revolt risk), making fun of you (- prestige and temporary opinion malus modifier) and so on. To get rid of them, you would have to send your marshal in each province in which they have appeared with the Suppress Revolt mission. While you're doing the mission, you could get some events in which you could decide to torture commoners like the Mountain used to do during his investigation about the Brotherhood without Banners. Eventually, you will get some events in which you get the chance to send one of your knights with some soldiers to hunt them (and you get to pick the one you want, like when you have to pick someone to fight in a trial by arms). Then, there might be some events involving fighting a minor battle versus the outlaws, but ideally there would be, most of the times, a duel between the knight you sent and one of the outlaw bosses. If you win and either kill or capture the outlaw boss, the outlaws are removed from that province, and you can go on and hunt the next one. If you lose, your knight might very well die / be maimed / be wounded, you lose prestige and the outlaws flee the province, only to move to another province nearby (and thus starting once again). This could give the knights something to do since currently they are a bit lackluster in the mod.

As for the Brotherhood without Banners, it could be represented in the Rivers region in the ACOK and AFFC scenarios by having two special events.
One involving Beric Dondarrion always being brought back to life whenever he is captured / killed if Thoros of Myr is alive (and so the outlaws appearing once again in another province)
One involving Lady Stoneheart being the leader of the outlaws in AFFC (and as such, being more cruel and ruthless in her tactics, killing rather than simply capturing)

There are nearly never revolts, and when it happens it is peasant revolts against the whole Iron Throne. I don't even know if the master-at-arms can put down rebellions because I have never used it.
