Steps to reproduce​

Just start a game and look if you can find flavour texts when you hover over techs (or somewhere else in the UI).
I noted this during helping someone to get a German localization for her/his UI. There exist flavour texts for the techs in the text files, however, they're not shown in the game, at least I couldn't find them. I rechecked by deactivating all mods to be sure this is a problem of the offical game (since some mod could've inadvertently damaged that functionality).

Aah, yes! I searched them on the tech screen in the tool tips for the techs (similar to buildings). Ok, then this is no bug and could be closed.
